Afghans possess Pakistan’s fake identity

The recent arrest of Afghan nationals using fake Pakistani ID cards and passports underscores a long-standing and pervasive issue within Pakistan’s identity and documentation systems. The Federal Investigation Agency (FIA)’s operation revealed not only the ease with which foreign nationals were able to acquire Pakistani documents but also the existence of a deeply entrenched network of agents and facilitators within state institutions such as the National Database and Registration Authority (NADRA) and passport offices. These operations, driven by a lucrative but corrupt system, have created what is essentially a parallel bureaucracy for the creation of fraudulent identities—a reality that tarnishes Pakistan’s national image and raises serious questions about the integrity of its institutions.

The recurring nature of these incidents demonstrates that Pakistan’s identity fraud problem is deeply institutionalized, and it spans beyond mere document forgery. Over the years, compromised officials have exploited gaps in oversight, turning a blind eye to the ethical and legal mandates they are supposed to uphold. For some, the potential for financial gain supersedes considerations of national security and public trust. This willingness to disregard the law to issue fraudulent IDs, birth certificates, and passports has enabled foreign nationals to travel under false identities, gain illegal access to foreign countries, and even attempt to claim rights as “Pakistanis” abroad.

In the recent case, Afghan nationals with fake Pakistani documentation were likely seeking economic opportunities in the Gulf. However, the problem extends well beyond economic migration. Holders of these fraudulent documents have, in some instances, acted in ways that are directly harmful to Pakistan’s reputation. For example, foreign nationals using fake Pakistani identities have been implicated in protests and political actions overseas, effectively making Pakistan complicit in actions that it has not sanctioned. Embassies and consulates around the world, then, are left to manage the fallout, dealing with the embarrassment of explaining that certain individuals, initially presumed to be Pakistanis, are actually imposters. This dynamic risks deteriorating Pakistan’s diplomatic relations and casts doubt on the authenticity of all Pakistani documentation abroad. The fact that this problem persists, despite prior crackdowns, reveals a deeper institutional failure. Temporary purges and high-profile arrests provide only a superficial fix; the well of corruption runs much deeper. The root of the issue lies in a lack of accountability and the ease with which corrupt officials can circumvent oversight. When caught, many of these officials face minimal consequences, allowing them to either resume their corrupt activities or be replaced by equally unscrupulous actors. There is a need for a robust, transparent mechanism that not only identifies but also permanently removes such elements from these critical institutions. Reform efforts must be fundamental, targeting the entire system rather than piecemeal offenders.

Moreover, the failure of intelligence bodies embedded within institutions like NADRA adds another layer to the problem. These bodies, created specifically to detect and counteract internal threats, seem to have become either complacent or complicit in these malpractices. If intelligence officials within these organizations are unable to prevent identity fraud or, worse, are part of the corruption, then they too must be scrutinized. The role of these intelligence units should be revisited, with a focus on strengthening their operational independence and rigor. Their silence and lack of effectiveness reflect poorly on the state’s ability to protect its own integrity, and it raises questions about whether they function as mere token entities rather than active forces of oversight.

The impact of this widespread identity fraud extends beyond Pakistan’s borders, actively undermining the country’s sovereignty and security. As a nation, Pakistan’s ability to secure its borders and uphold its international commitments hinges on the integrity of its identity systems. When the process of granting IDs and passports is so compromised, it diminishes Pakistan’s standing on the world stage and casts doubt on the credibility of its institutions. Every fraudulent identity issued is not just a potential threat but a testament to the failure of oversight within Pakistani governance.

Addressing this crisis requires more than a symbolic response; it demands a recalibration of Pakistan’s entire approach to identity management. Stricter laws and severe penalties for those found complicit in issuing fraudulent documents are essential, as is a shift in institutional culture that prioritizes security and integrity over personal gain. This includes implementing automated and advanced verification systems that can minimize human intervention—a weak link often exploited by corrupt officials. Additionally, the government should consider instituting independent audits of NADRA and other sensitive departments, ensuring that any gaps or weaknesses are quickly addressed.

Reforming Pakistan’s identity systems is not a mere administrative issue; it is a matter of national honor and dignity. Every fake ID issued represents a breach of the public trust and a weakening of the national fabric. Without fundamental reforms, these institutions will continue to be exploited, risking both internal security and Pakistan’s reputation on the international stage. To protect its sovereignty, Pakistan must prioritize a transparent and robust identity system that reflects the nation’s commitment to honesty, security, and respect for the law. The need for action is immediate, and the cost of inaction—continued erosion of trust and integrity—is simply too high.
