KARACHI: A meeting on the Inclusive NADRA CNIC and Voter Registration Strategy (INVR-V) was held at the Sindh Secretariat under the chairmanship of Chief Secretary Sindh, Asif Haider Shah.
The session brought together senior officials from the Election Commission of Pakistan, NADRA, and provincial departments to review progress and plan the next phase of outreach, with a particular focus on reducing gender disparities in voter registration.
Participants included ECP Director General for Gender and Social Inclusion Neghat Siddique, Joint Provincial Election Commissioner (Elections) Sai Bakhsh Chanr, the Director General of NADRA, the secretaries for School Education and Local Government, and representatives from other relevant departments.

Officials were briefed on phased efforts since 2017, which have successfully reduced the gender gap in voter registration from 12.7% in 2017 to 7.1% in 2025. Phase Five of the campaign will target districts with large numbers of unregistered women, including Hyderabad, various districts of Karachi, Malir, Korangi, Kemari, Sukkur, Sanghar, Mirpurkhas, Tharparkar, Ghotki, and Khairpur. Mobile registration vans and NADRA centers will ensure that women in these areas can access registration services.
Chief Secretary Asif Haider Shah directed district administrations, local government, education, and social welfare departments to work closely with the ECP and NADRA to raise awareness and facilitate registration at the community level. Shah emphasized the need to mobilize all available resources to maximize women’s registration.
