PESHAWAR: The Government of Khyber Pakhtunkhwa has clarified that recent notifications regarding population movement in Tirah Valley reflected preparedness for humanitarian relief and contingency planning, and should not be interpreted as endorsement of any particular security operations, officials said.
In a letter to Federal Minister for Information and Broadcasting Attaullah Tarar, Special Assistant to the Chief Minister Shafi Jan emphasized that the provincial government’s position remains consistent: security operations must be embedded within a broader political, economic, and social framework to avoid unintended consequences, including civilian disruption, economic hardship, and displacement.
The letter noted that recent population movements followed short-notice evacuation orders issued in connection with security operations, which were implemented without prior consultation with the provincial government or elected stakeholders, and under compressed timelines and adverse weather. The resulting displacement required urgent provincial intervention to provide relief and rehabilitation.
Shafi Jan highlighted that, under constitutional arrangements, the provincial government bears responsibilities for affected civilians, including timely relief, rehabilitation, and compensation, especially when federal arrangements are insufficient. The letter stressed that sustainable peace requires political ownership, community participation, and civilian-led governance, with security measures operating in support of these goals.
The provincial government called on federal authorities to ensure public communications on sensitive matters such as population movement and security operations align with constitutional frameworks, ground realities, and the collective will expressed by the Provincial Assembly.
