KARACHI: On 14 February 2026, Federal Health Minister and senior MQM Pakistan leader Syed Mustafa Kamal addressed a large public gathering in Liaquatabad, launching the party’s citywide protest movement and raising concerns over the implementation of the 18th Constitutional Amendment.

Mustafa Kamal stated that MQM Pakistan had supported the 18th Amendment, but the transfer of powers had failed to reach the grassroots. He argued that while resources were allocated to provincial governments, the citizens of urban Sindh continue to face injustice. He warned that if powers are not devolved to local communities, MQM Pakistan will demand the repeal of the 18th Amendment. He added that should opposition to constitutional reforms persist, MQM Pakistan will oppose the amendment itself.

“Until when will our children continue to die falling into drains, burning in shopping centres, or crushed under dumpers?” Mustafa Kamal questioned, highlighting the urgent need for public safety reforms.
Addressing the city’s political structure, he sharply criticised the delimitation system in Hyderabad, Mirpurkhas, Sukkur, Nawabshah, and Karachi, claiming it limits the voting power of Muhajirs and urban representation, fragmenting their votes. Mustafa Kamal emphasised that MQM Pakistan is no longer just a party for Muhajirs but has become a voice for all communities, with its flag raised across every district.
He stressed the struggle for citizens’ rights, noting that Karachi’s residents face severe shortages of water, electricity, gas, employment, and education. “In a city of 30 million, every household has a grievance, yet the government remains silent on urban issues,” he said.
Mustafa Kamal announced that the protest movement would begin from Liaquatabad, with meetings planned in every town, culminating in a major citywide rally. He declared that MQM Pakistan’s flag will be raised across Sindh and Pakistan, ensuring the voices of rights-conscious citizens are heard everywhere.
He also criticised the Pakistan Peoples Party (PPP), saying that the party has inflicted more hardship on poor farmers in Sindh than on Karachi, and emphasised that MQM Pakistan is fighting for the oppressed and marginalised Sindhi population. Mustafa Kamal urged Sindhi citizens not to fall prey to misunderstandings spread by the PPP.
