Russia enforces counterterrorism measures in Belgorod, Bryansk, Kursk regions

The Russian National Antiterrorism Committee said the government is taking action to ensure the safety of people, maintain law and order and strengthen the protection of sites against terrorism

MOSCOW: The Russian National Antiterrorism Committee has announced a significant escalation in counterterrorism efforts across the Kursk, Bryansk, and Belgorod regions, starting August 9, 2024. This move comes in response to recent Ukrainian military actions that the Russian government has labeled as terrorist attacks. According to the committee’s statement, the Ukrainian forces have undertaken an “unprecedented attempt” to destabilize the situation within these Russian regions.

The reported terrorist attack in the Kursk region, conducted by Ukrainian units, has resulted in civilian casualties and extensive damage to residential areas and infrastructure. The counterterrorism measures, initiated under the direction of Alexander Bortnikov, Chairman of the National Antiterrorism Committee and Director of the Russian Federal Security Service (FSB), are aimed at addressing and neutralizing the threats posed by Ukrainian “sabotage and reconnaissance formations.” The measures are designed to enhance public safety, restore order, and prevent further attacks. Key components of the counterterrorism operations include:

Relocation of Residents: Authorities may evacuate individuals from high-risk areas to safer locations to minimize civilian exposure to potential threats and ensure their safety during the heightened security period.

Communication Control: The government has the authority to monitor and restrict communications. This measure is intended to prevent the dissemination of information that could aid the purported enemy forces or incite further unrest.

Vehicle Requisitioning: To prevent the misuse of transport for terrorist activities, authorities may requisition vehicles. This step aims to limit the movement of potentially dangerous individuals or equipment.

Suspension of Hazardous Activities: Industrial activities involving hazardous materials may be temporarily halted to reduce the risk of accidents or sabotage that could exacerbate the situation or pose additional threats to public safety.

These counterterrorism operations reflect a comprehensive approach to managing the increased security risks associated with the ongoing conflict. The Russian government emphasizes that these measures are essential for protecting citizens and maintaining stability in the affected regions. The heightened security comes amid reports of significant civilian impacts from the recent attacks.
