    Sindh workshop focuses on open governance

    SUKKUR: A seminar titled “Sindh Transparency and Right to Information, Engagement and Capacity Building of Public Information Officers” was held at Darbar Hall in Makli, aiming to promote transparency in Sindh, ensure effective implementation of the Right to Information (RTI) law, and strengthen the capacity of Public Information Officers (PIOs).

    Officials from the health, education, police, social welfare, local government, and information departments, along with representatives of several other public sector institutions, attended the event. Muhammad Yaqoob, chief executive officer of the Takhleeq Foundation, delivered a detailed briefing to participants.

    Addressing the gathering, Yaqoob described the Sindh Information Commission Act 2017 as one of Pakistan’s most progressive pieces of legislation. He said it was designed to promote transparency within government institutions and guarantee citizens’ constitutional right of access to information.

    Under the Act, the Sindh Information Commission has issued a formal notification making it mandatory for every government department to appoint a Public Information Officer. These officers are responsible for facilitating the timely provision of information requested by the public.

    Yaqoob stressed that all government officials are legally bound to provide information sought by citizens. He noted that the law contains clear provisions for penalties and fines if information is withheld or delayed without lawful justification. He added that effective information dissemination requires proper systems within government departments, including organized records, functional mechanisms, and modern facilities to ensure citizens can access accurate information promptly.

    During the seminar, participants also discussed challenges in implementing the RTI law and explored possible solutions. Speakers emphasized that transparency and access to information are essential for restoring public trust in state institutions. They said it could significantly improve the performance, accountability, and efficiency of government bodies.

    At the conclusion of the seminar, participants reaffirmed their commitment to fulfilling responsibilities under the Sindh Information Commission Act 2017. They pledged to play an active role in ensuring the effective enforcement of citizens’ legal right to information.
