ISLAMABAD: Minister for Planning Ahsan Iqbal announced a significant shift in Pakistan’s development planning process, revealing that the Annual Development Plan would now be reviewed quarterly to ensure the timely achievement of national objectives.
Speaking at the Mid-Year Review Meeting of the Annual Plan 2025-26 in Islamabad, he outlined the government’s commitment to strengthening planning, monitoring, and implementation mechanisms across ministries. He explained that traditionally, the Annual Development Plan was formulated alongside the national budget to set economic targets and assess ministerial performance over the course of a year.
Under the new system, progress would be tracked more closely, allowing for adjustments and course corrections in real time. “Governance is not merely about delivering performance,” Iqbal said, “it is about building institutional capacity to meet defined targets while continuously improving future goals.”
The minister highlighted the government’s long-term vision under the “URAAN Pakistan” initiative, which aims to transform the country into a one trillion-dollar economy by 2035. He stressed that quarterly review meetings would be crucial to monitor progress against this ambitious target and to ensure that implementation at both federal and provincial levels remained on track.
Experts said the move could signal a more proactive and accountable approach to development, allowing authorities to identify bottlenecks, allocate resources efficiently, and respond swiftly to emerging challenges. Iqbal emphasized that this shift was not just a technical adjustment but a step toward institutionalizing a culture of performance-driven governance.
Observers noted that regularized monitoring and evaluation could help Pakistan address chronic inefficiencies in public sector projects, improve transparency, and foster confidence among investors and international partners. By linking long-term economic ambitions with short-term performance reviews, the government appeared determined to align day-to-day administration with its broader vision of sustainable growth and national prosperity.
