ISLAMABAD: Federal Health Minister and Muttahida Qaumi Movement-Pakistan leader Mustafa Kamal has claimed that a constitutional amendment paving the way for the creation of new provinces could be introduced before Senator Rana Sanaullah was aware of it.
Speaking about the possibility of changes to the provincial structure, Kamal questioned Sanaullah’s assertion that no discussions had taken place with the establishment or within the government on creating new provinces.
Kamal said those seeking to introduce such an amendment would find a way to bring it before parliament. He suggested that political leaders could be presented with the proposal at a late stage, leaving little time for detailed discussion. He also referred to the 26th and 27th constitutional amendments and questioned whether those measures had emerged only after being formally discussed by the federal cabinet.
“We only learnt about those amendments in the cabinet on the day we were supposed to vote,” Kamal said. His comments came a day after Sanaullah said the establishment had not held discussions with the government about creating new provinces.
Sanaullah also said the issue had neither been considered by the federal cabinet nor discussed in parliament. The contrasting statements highlighted continuing uncertainty over whether the government was considering changes to Pakistan’s existing provincial structure.
Kamal also urged the Pakistan People’s Party to raise its concerns at the point where, according to him, the proposal had originated. He suggested that the PPP should seek clarity on the issue before any formal constitutional process began.
The creation of new provinces has remained a politically sensitive issue in Pakistan, with different parties holding competing positions on administrative boundaries and provincial autonomy.
