The Indus River has always been more than a waterway for Sindh. It is the province’s lifeline, sustaining its agriculture, supporting rural economies and shaping the lives of millions of people who have depended on its waters for generations. Yet a troubling contradiction is emerging along its banks: while rising river levels at Guddu Barrage have created fears of flooding, farmers in parts of Sindh are struggling with an acute shortage of irrigation water needed to save their crops.
This unusual situation reveals a deeper failure in water management. One side of the province is preparing for the threat of excess water, while another is facing the devastating consequences of water scarcity. The contradiction raises serious questions about the efficiency of the systems responsible for managing the Indus and distributing its waters fairly.
Recent figures showing increased inflows at Guddu Barrage have caused concern among communities living in the riverine areas of Kashmore and surrounding districts. As water levels rise, residents of the Katcha belt remain alert, knowing from experience that even a small increase in the river’s flow can put their homes, livestock and agricultural lands at risk. For these communities, the river represents both survival and uncertainty.
Every monsoon season brings the same fears. Families living close to the river must constantly monitor changing water levels, prepare for possible displacement and protect whatever they can from potential damage. Floods have repeatedly disrupted their lives, damaging homes, destroying crops and forcing vulnerable communities into difficult conditions. For them, the challenge is learning how to live safely alongside a powerful and unpredictable river.
However, away from the riverbanks, another crisis is unfolding. Farmers in Kamber-Shahdadkot are facing severe irrigation shortages despite being dependent on the same Indus River system. For thousands of farming families, the concern is not rising water but the lack of sufficient supplies reaching their fields at a crucial time in the agricultural cycle.
The district’s irrigation network, including major canals and distributaries such as Noor Wah, Sheikh Wah, Fatuhal, Kallar Branch, Warah Barrage Canal, Pehnwaro Branch and Nod Wah, remains central to local agriculture. These channels support thousands of acres of farmland and provide livelihoods to communities that depend heavily on crop production. Yet uneven water distribution has created serious difficulties, particularly for farmers located at the tail ends of canals.
For these growers, delays or shortages in irrigation supplies can have severe consequences. Paddy nurseries begin to dry, cultivation schedules are disrupted and financial losses increase. Farmers who have invested in seeds, fertilisers and labour find themselves facing uncertainty because water is either unavailable or insufficient when it is needed most.
The situation exposes a fundamental weakness in water governance. If the Indus is carrying enough water to create flood concerns in one part of the province, why are agricultural lands connected to the same river system struggling to receive adequate irrigation supplies? The answer lies not only in water availability but also in the management, distribution and monitoring of existing resources.
Flood management is undoubtedly essential, particularly during the monsoon season when river flows can change rapidly. Protecting human lives and communities from destructive floods must remain a priority. But flood control alone cannot address Sindh’s broader water challenges. Equally important is ensuring that irrigation networks function effectively and that water reaches farmers across the province in a fair and timely manner.
The current situation highlights the need for a comprehensive approach to water management. Authorities must strengthen monitoring systems, improve canal management and ensure greater transparency in water distribution. Modern technology, better planning and stronger coordination among relevant institutions can help reduce both flood risks and irrigation shortages.
The people living in Katcha areas and the farmers of canal-fed regions may appear to face different problems, but their struggles are connected by the same river. One community fears that the Indus may take away their homes, while another fears that the absence of its waters may destroy their crops. Both situations reflect the urgent need for more effective management of the province’s most valuable natural resource.
The ultimate objective must be clear: communities living near the river should not remain trapped in a cycle of flood fears, and farmers should not be forced to watch their crops fail while water flows nearby. The Indus has sustained Sindh for centuries. Ensuring that it continues to support future generations requires responsible planning, equitable distribution and a commitment to treating water as a shared resource rather than a source of recurring conflict.
