KARACHI: Muttahida Qaumi Movement-Pakistan (MQM-P) leader and Federal Health Minister Mustafa Kamal has said the party has exhausted parliamentary avenues and will now launch a public campaign, while remaining within the constitutional and legal framework, to push for greater devolution of powers.
Speaking at a press conference in Karachi alongside party leaders, Kamal criticised the Pakistan People’s Party (PPP)-led Sindh government, alleging that it had failed to allow Karachi to play its full role in the country’s development.
He said Lahore had advanced significantly while Karachi continued to face deteriorating civic conditions. “The world is moving forward, while our children are dying after falling into open drains,” he said.
Kamal argued that major governance issues in Sindh had remained unresolved despite nearly two decades in power, citing shortcomings in education, healthcare and local government. He said MQM-P had already raised its concerns in parliament and submitted constitutional proposals, but with no progress made, the party had decided to take its campaign to the public.
The federal minister also renewed his call for the effective implementation of the 18th Amendment, greater administrative decentralisation and stronger local governments. He argued that creating new administrative provinces had become necessary to improve governance.
On Karachi’s finances, Kamal claimed the city generated more than half of Pakistan’s revenue and the overwhelming majority of Sindh’s revenue, but did not receive a proportionate share of development funds. He alleged that since 2010, the provincial government had failed to pass on adequate resources to Karachi despite receiving federal transfers.
