ISLAMABAD: A formal complaint has been filed against Zubair Nomani, Deputy Director Legal at the Pakistan Standards and Quality Control Authority (PSQCA), raising questions about the legality of his appointment and his conduct during tenure.
The complaint, submitted by an internal employee, alleges that Nomani’s appointment under the Aghaz-e-Huqooq-e-Balochistan Package may have violated the rules intended to provide employment opportunities to candidates holding a Balochistan domicile.
According to the submission, Nomani is reportedly from Punjab province, casting doubt over the authenticity of the domicile he used to secure the position. The complainant argued that such a misrepresentation, if proven, would undermine the purpose of the federal government’s initiative to promote employment for Balochistan residents.
The complaint also highlighted concerns about Nomani’s academic credentials. The PSQCA Service Rules 2015 and the recruitment advertisement for the Deputy Director Legal position require a second-class law degree (LLB) from a recognized university. It is alleged that Nomani holds only a third-class LLB, which would contravene the prescribed eligibility criteria for the post.
In addition to these concerns, the complaint raised broader allegations of administrative irregularities, favoritism, and corruption within the PSQCA Legal Department during Nomani’s tenure. The employee requested an impartial and transparent inquiry into the legality of the appointment, verification of domicile and academic qualifications, and investigation of any misuse of authority.
Authorities have yet to respond publicly, but observers noted that such cases, if substantiated, could have significant implications for recruitment practices under federal employment packages and for public confidence in institutional governance.
