ISLAMABAD: Serious allegations of corruption and administrative misconduct have emerged within the Pakistan Standards and Quality Control Authority (PSQCA), a subsidiary of the Ministry of Science and Technology, according to a detailed statement circulated about the institution’s internal affairs.
The claims describe the existence of what is termed a powerful “corrupt network” operating within the organization, and raise questions over disputed employment records, promotions, and administrative decisions linked to a staff member identified as Shahzad Siddiqui.
According to the statement, Siddiqui has previously been implicated in a harassment-related FIR and has faced multiple official orders from past federal secretaries directing the reversal of what were described as irregular promotions from grade 16 to grade 17, along with instructions for recovery of alleged undue benefits.
It is further claimed that separate orders issued in August 2018 and November 2023 instructed his reinstatement to his original position. Despite these directives, the matter reportedly remains unresolved, with Siddiqui said to have obtained a stay order from the Islamabad High Court since 2023.
The statement also alleges that individuals holding or having held legal responsibilities within PSQCA have facilitated or failed to challenge the situation, while additional claims of irregular recruitment practices are levelled against a former acting legal head of the organization.
It further asserts that Siddiqui has links with individuals described as influential within the alleged internal network, and that administrative action— including transfer orders issued by a recent director general—has not been implemented due to internal resistance.
