KARACHI: A major corruption scandal has surfaced within the Government of Sindh after official documents revealed that the Enquiries & Anti-Corruption Establishment Sindh initiated proceedings into alleged financial irregularities and fraudulent contracting practices involving senior officials of the Culture, Tourism, Antiquities & Archives Department.
According to an official communication No.Dir/F.I/10/E&ACE/2026 dated April 21, 2026, the Anti-Corruption Establishment sought urgent comments from the department regarding allegations against Roshan Ali Kansaro, identified as Director of the PDM&I Cell. The letter describes the matter as a case of “mega corruption and fraud” allegedly involving contracts and maintenance & repair tenders worth approximately Rs1.783 billion.
The inquiry document alleged that illegal contracts and fake M&R tenders were awarded in the Archives and Exploration Department to favored contractors, specifically mentioning M/S Alpha Desk and M/S Suhaani Corporation. The Anti-Corruption Establishment directed the department to furnish comments within five days under the Sindh Enquiries & Anti-Corruption Rules, 1993, while marking the matter for “top priority.”
The controversy deepened further after another official notification No.SOI(SGA&CD)-2/11/2015(Cul-01) dated May 5, 2026, confirmed that Roshan Ali Kansaro was removed from his additional charge as Resident Director of the Planning, Development, Monitoring & Implementation Cell and transferred as Officer on Special Duty (OSD) with immediate effect along with full salary benefits.
Government accountability activists and civil society voices are now demanding a transparent forensic audit of all contracts issued by the department over recent years. Critics argue that the case reflects deeper structural weaknesses in procurement oversight, where politically connected contractors allegedly secure inflated projects at the expense of public resources.
