ABU DHABI: The United Arab Emirates has announced an ambitious overhaul of its public administration, saying it will introduce a new government operating model powered heavily by artificial intelligence, with a target of automating up to 50 per cent of government sectors, services and operations within two years.
The plan, unveiled under the direction of the UAE president, marks one of the most far-reaching attempts yet by any state to embed so-called “agentic AI” into core governance functions. Officials said the technology would move beyond conventional automation tools, instead acting as an active system capable of analyzing data, making decisions, executing tasks and continuously improving processes in real time.
Government leaders described the shift as a structural transformation rather than a technological upgrade, arguing that AI would increasingly function as an executive partner in public administration. The aim, they said, was to accelerate decision-making, improve efficiency and enhance the delivery of public services across federal institutions.
The program is being framed around a strict implementation timeline, with performance expected to be measured by the speed of adoption, the quality of execution and the extent to which ministries redesign their workflows around AI-driven systems. Officials said the scale and pace of the rollout would set a global benchmark for digital government transformation.
A major component of the strategy is workforce development. The UAE government has said that all federal employees will undergo training to build AI proficiency, with the objective of creating one of the world’s most advanced public-sector capabilities in AI-enabled administration.
