KARACHI: The Sindh Employees’ Social Security Institution (SESSI) has removed Nadir Kansaro from the post of director after implementing a ruling by the Federal Constitutional Court, which declared his promotion and more than nine-year appointment to the position unlawful.
The institution issued a formal office order nearly six weeks after the court’s verdict, reverting Kansaro from director to his substantive post of social security officer.
The dispute dates back to a governing body meeting held on 31 March 2017, where a decision based on a committee’s report was approved. The move was later challenged in court by several social security officers who argued that it had violated their seniority and promotion rights.
After legal proceedings lasting more than nine years, the Federal Constitutional Court ruled that Kansaro’s promotion and appointment as director were unlawful, paving the way for the implementation of the judgment.
It is the second time in 14 years that a superior court has declared Kansaro’s promotion illegal. In 2012, the Sindh High Court ruled that his promotion from Grade 16 to Grade 19 was unlawful. The Supreme Court of Pakistan later upheld that judgment, leading to his reversion to the post of social security officer.
The case remained before the courts for years before the final ruling was delivered in favour of the petitioners. SESSI implemented the judgment through an office order issued on 1 June 2026, formally ending Kansaro’s tenure as director.
The development has prompted renewed calls within social security circles for future appointments and promotions to be made strictly on merit, transparency and legal requirements to prevent similar long-running disputes.
